Hydrosat is a space and data analytics company building a new Earth observation constellation and software platform to unlock the power of thermal infrared imagery. Our Luxembourg team plays a key role in downstream applications, remote sensing innovation, and delivering scalable solutions for European and global markets. Hydrosat is seeking a Proposal Writer to lead and support the preparation of high-quality proposals across a broad range of opportunities, including institutional funding programs, government tenders, and private-sector commercial proposals.

 

This person will translate Hydrosat’s technical, scientific, and commercial strengths into compelling, compliant, and strategically positioned submissions. You will work cross-functionally with engineering, science, product, partnerships, finance, commercial, and leadership teams, and will help shape Hydrosat’s proposal pipeline from opportunity identification through submission and follow-up.

 

This role is ideal for someone who understands both the language of space / Earth observation and the discipline of structured proposal development, and who can operate effectively across both public and private opportunity landscapes.

Job requirements

Responsibilities

  • Identify and prioritize relevant proposal opportunities across public, institutional, and private-sector channels.

  • Lead proposals end-to-end, from bid/no-bid assessment through drafting, coordination, submission, and follow-up.

  • Write and refine clear, persuasive proposal content across technical, commercial, and implementation sections.

  • Coordinate inputs from cross-functional teams including engineering, science, product, finance, business development, and leadership.

  • Develop key proposal elements such as scope, methodology, work plans, budgets, risks, timelines, and value propositions.

  • Ensure submissions are fully compliant with customer, agency, and tender requirements.

  • Support partner and consortium coordination where relevant.

  • Build and maintain reusable proposal content, templates, and processes to improve quality and efficiency. 

  • Map and monitor the funding landscape across EU institutional programmes (Horizon Europe, EUSPA, EIC), ESA instruments, national innovation agencies, and commercial tender channels - maintaining a live pipeline of relevant opportunities aligned with Hydrosat's strategic priorities.

Qualifications

  • 4+ years of experience in proposal writing, bid management, or funding applications across public, institutional, or commercial environments.

  • Proven ability to manage complex submissions and translate technical content into clear, compelling proposals.

  • Strong understanding of proposal structure, compliance, and review processes.

  • Experience coordinating cross-functional stakeholders under tight deadlines.

  • Excellent written English and strong project management skills.

  • Bachelor’s or Master’s degree in a relevant field. 

Nice to have

  • Direct experience with ESA tendering / proposal processes, including esa-star or ESA Business Applications workflows.

  • Direct experience with Horizon Europe collaborative proposals, especially Part A / Part B coordination.

  • Familiarity with Earth observation, geospatial analytics, thermal infrared data, agriculture, water, climate, or environmental applications.

  • Experience in consortium development and partner management across multiple EU countries.

  • Knowledge of Luxembourg’s innovation ecosystem and public funding landscape.

  • Additional European languages, especially French or German.
